Культурная политика как инструмент формирования новых социальных реальностей: опыт программы «Весь народ объединяется для построения культурной жизни» во Вьетнаме

Аннотация

в формировании социальных реальностей не только посредством экономических и политических стратегий, но и через культурную политику. В статье рассматривается культурная политика как социальный институт, способный организовывать повседневную жизнь, нормы поведения и коллективные системы ценностей в условиях быстрых изменений и неопределённости. Особое внимание уделяется общенациональной программе Вьетнама «Весь народ объединяется для построения культурной жизни» (APU2BCL), запущенной в 2000 году для укрепления культурной жизни на уровне общин в процессе индустриализации, урбанизации и глобализации. Опираясь на политические документы, отчёты о реализации, этнографические наблюдения и интервью, авторы показывают, что программа выходит за рамки продвижения культуры или спорта на местном уровне. Она превратилась в механизм социальной регуляции, устанавливающий нормативные рамки через такие критерии, как «культурная семья», «культурная жилая зона» и «культурная организация». Эти категории одновременно опираются на традиционные моральные ценности и соответствуют современным задачам государственного управления, включая безопасность, порядок, сплочённость и стабильность. В статье данный случай помещается в более широкий контекст дискуссий о устойчивом развитии, подчёркивая, как институционализация культурных практик способствует реализации Целей устойчивого развития ООН, особенно связанных с инклюзивными сообществами, культурным участием и социальным благополучием. В конечном счёте утверждается, что культуру следует понимать не только как наследие или символическое выражение, но и как политический и социальный язык, посредством которого формируются новые коллективные практики. Опыт Вьетнама иллюстрирует, как культурная политика функционирует в качестве инструмента социального порядка, расширяя возможности государства в сфере «мягкого контроля» и обеспечивая устойчивость в условиях растущей непредсказуемости.
