Распад «Политического Запада»
Аннотация
Понятие «политического Запада» обозначает сочетание политической, военной и экономической власти, которое сформировалось после 1945 года в Атлантическом регионе. Речь идет о возглавляемом Вашингтоном альянсе, созданном в период первой Холодной войны и сформировавшемся под ее влиянием. Этот альянс был пронизан логикой конфликта, призванного сохранить гегемонию «политического Запада» в целом, и первенство Соединенных Штатов, в частности. После окончания первой Холодной войны, вместо того чтобы распасться, «политический Запад» вступил в фазу радикализации. В отсутствие равного по силе соперника он стал претендовать на статус единственной формы модерности, к которой должны стремиться все остальные государства и социальные системы. Это был универсализм нового типа, хотя и напоминающий более ранние религиозные формы (католическую, исламскую). Речь идет о секулярном универсализме, который своими притязаниями на доминирование в международной политике подрывал собственную внутреннюю легитимность и внутреннюю целостность. Ценности высокой модерности сохранялись в рамках «политического Запада» в период первой Холодной войны, но после 1989 года процесс радикализации ускорил дезинтеграционные тенденции, связанные с постмодерном. Чем более экспансивными становились универсалистские притязания «политического Запада», тем менее внутренне согласованным он оказывался. Этот процесс можно охарактеризовать как распад в замедленном действии, в ходе которого социально-политический порядок последовательно подтачивал собственные основания. Данный процесс сопровождался возникновением и утверждением альтернативных моделей социального развития и международного порядка, которые в настоящее время в общих чертах описываются как консолидация многополярности, подъем «политического Востока» и формирование в значительной степени неприсоединившегося Глобального Юга. Ко второй четверти XXI века нарастающая пустота в ядре «политического Запада», отход США от поддержания собственного гегемонистского порядка и эскалация внешних вызовов стали сигналами его распада и формирования новых парадигм международной политики.
