Образование и риски революционной дестабилизации: опыт количественного анализа
Аннотация
Существует значительное количество теоретических работ, связывающих образование и социально-политическую дестабилизацию. В то же время наблюдается практически полное отсутствие глобальных количественных кросс-национальных исследований, анализирующих влияние образования на риски революционной дестабилизации. В настоящей работе предпринята попытка заполнить этот пробел. Имеющаяся литература показывает, что образование способствует накоплению человеческого капитала, развивает культуру дискуссии и терпимости, делает людей более восприимчивыми к либерально-демократическим ценностям. Все это, с одной стороны, повышает ожидания и требования населения к властям, а с другой — увеличивает относительные издержки участия в любых формах выступлений. В связи с этим выдвигаются предположения, что охват формальным образованием: (1) будет снижать вероятность возникновения вооруженных революционных выступлений, сопряженных с большими рисками и неопределенностью для участников, (2) но при этом будет криволинейно связан с рисками невооруженных выступлений — на ранних стадиях модернизации наблюдается положительная связь, в то время как в наиболее развитых странах связь будет отрицательной. Из этого следует, что образование в целом отрицательно связано с общим риском революционной дестабилизации. В ходе анализа было использовано 10 350 наблюдений (с 387 революционными событиями) за период с 1950 по 2019 год на основе доработанных данных NAVCO и сочетания проекта Барро и Ли по исследованию образования с информацией от UNDP (с кросс-валидацией по собственной базе данных авторов). Основными методами исследования выступили кросс-табуляция и корреляционно-регрессионный анализ с построением вероятностных функций.Скачивания
